Oborevwori: Championing Quality Healthcare For Deltans

By Festus Ahon

In a nation where citizens’ well-being often takes the back seat to other political priorities, Delta State Governor, Rt. Hon. Sheriff Oborevwori, has distinguished himself as a leader committed to making quality health care accessible and affordable for all Deltans and residents.
Since assuming office, Governor Oborevwori has focused on ensuring that Deltans, regardless of their socio-economic status, have access to quality healthcare. This commitment is embedded in his “MORE Agenda,” which stands for Meaningful Development, Opportunities for All, Realistic Reforms and Enhanced Peace and Security.
Quality healthcare remains a pivotal pillar of the MORE Agenda, as the governor recognizes that a healthy population is the sure foundation of sustainable societal stability and economic prosperity. His administration’s bold reforms in the health sector reflect a clear understanding of its challenges and the urgent need for enduring effective solutions.
Strengthening Primary Healthcare
Governor Oborevwori’s administration has prioritized strengthening primary healthcare, the cornerstone of any robust health system. Substantial investments have been made to renovate and equip primary healthcare centres across Delta’s 25 local government areas. These efforts have brought functional healthcare facilities closer to under-served communities, ensuring basic medical services are readily available.
The administration has equipped these centres with essential medications and qualified healthcare personnel, providing much-needed services such as antenatal care, immunizations, and treatment of common illnesses. Special emphasis has been placed on maternal and child health care, with a marked increase in access to skilled birth attendants and antenatal services. These initiatives have significantly reduced the maternal mortality rate and improved health outcomes for women and children, fostering trust in the state’s public health systems.
Upgrading Secondary and Tertiary Healthcare
The Oborevwori’s administration has equally made strides in improving secondary and tertiary healthcare systems. General hospitals and tertiary health institutions such as the Delta State University Teaching Hospital (DELSUTH), Oghara, have undergone significant upgrades. Modern medical equipment, including Magnetic Resonance Imaging (MRI) machines, CT scanners, and dialysis units, have been acquired to improve the quality of specialized care available in the state.
In addition, the administration has addressed the perennial issue of brain drain by actively recruiting and training medical personnel. By offering competitive remuneration and creating a conducive work environment, Delta State is becoming an attractive destination for healthcare professionals, reversing the trend of talent migration.
Establishment of Health Institutions
Governor Oborevwori’s vision for an integrated healthcare and education system has led to the establishment of two landmark institutions: the College of Health Technology in Ovrode and the College of Health Sciences at Southern Delta University, Ozoro, Isoko North Local Government Area of the state. These colleges aim to address the critical shortage of skilled healthcare professionals, while positioning Delta State as a hub for medical education, and services.
College of Health Technology, Ovrode
This institution focuses on training mid-level healthcare professionals, including community health workers, laboratory technicians, and environmental health officers. Its establishment is a significant step toward capacity building, improved healthcare access, and youth empowerment.
Equipped with modern lecture halls, laboratories, and hostels, the college offers world-class education and practical training with modern healthcare facilities. It provides young people with skills in high-demand fields, reducing unemployment and contributing to the state’s socio-economic development.
College of Health Sciences, Southern Delta University, Ozoro
The College of Health Sciences is a centre for advanced medical education and research, offering degree programmes in Medicine, Nursing, Pharmacy, Public Health, and Medical Laboratory Science. The institution focuses on producing healthcare professionals equipped to address both local and global health challenges.
This initiative aims to curb brain drain by providing high-quality medical education within the state. It also enhances the quality of care in tertiary hospitals and specialist centres, while attracting students, researchers and funding from across the country. This positions Delta State as a leader in healthcare and education innovation.
Universal Health Coverage Through the Delta State Contributory Health Commission (DSCHC)
Another cornerstone of Governor Oborevwori’s health policy is the Delta State Contributory Health Commission (DSCHC), designed to ensure that every Deltan has easier access to affordable healthcare. This initiative provides coverage for routine checkups, major medical procedures, and care for vulnerable groups, including children under five, pregnant women, and the elderly.
By December 2024, over 2.4 million residents—more than 40% of Delta State’s population—had enrolled in the DSCHC, making it a leader in health insurance in Nigeria. The scheme’s success is bolstered by subsidies, partnerships with donor agencies, and the introduction of specialized plans like the Equity Health Plan, which offers free care to vulnerable populations.

Addressing Public Health Challenges

The Oborevwori’s administration has also tackled pressing public health issues such as malaria, HIV/AIDS and non-communicable diseases. Through awareness campaigns, free testing and treatment programmes, and the distribution of insecticide-treated nets, significant progress has been made in combating these diseases.
Governor Oborevwori has equally demonstrated exceptional leadership in health emergencies. His administration has mobilized resources, set up isolation centers, and deployed rapid response teams, underscoring a steadfast commitment to protecting lives.
As Delta Wins $400,000 Bill & Melinda Gates PHC Award
In recognition of its strides in primary healthcare, Delta State recently won a $400,000 award at the Primary Health Care Leadership Challenge, organized by the Nigerian Governors’ Forum in partnership with the Bill and Melinda Gates Foundation and UNICEF.
The award highlights the impact of Governor Oborevwori’s MORE Agenda, particularly his approval for the renovation of over 150 primary healthcare centers. According to the Commissioner for Health, Dr. Joseph Onojaeme, the governor’s dedication to revamping the healthcare sector was pivotal to earning the prestigious recognition.
Promoting Preventive Healthcare
Governor Oborevwori understands the importance of preventive healthcare in reducing the burden on the healthcare system. His administration has launched various health education programmes, promoting healthy lifestyles, proper sanitation, and early disease detection. Community outreach programmes and health fairs have become regular features, bringing free health services and information directly to residents.
The Road Ahead
While significant progress has been made, challenges such as inadequate infrastructure and the need for more skilled personnel, remain. However, Governor Oborevwori’s clear vision, strategic policies and determination are helping to lay a solid foundation for a sustainable healthcare system in Delta State.
His administration’s focus on both health and education ensures that Delta State not only produces skilled professionals but also fosters leaders who will shape the future of healthcare.
The positive ripple effects of these initiatives on the state’s healthcare system, economy and overall societal well-being will cement Governor Oborevwori’s legacy as a visionary leader.

Governor Sheriff Oborevwori’s prioritization of the health sector is a testament to his belief that quality health is enduring wealth. Through strategic investments, innovative policies, and an unwavering commitment to the well-being of Deltans, his administration is fostering a healthier, more productive society. Fortunately, the strides made so far are just the beginning of a transformative journey that will benefit generations to come.

Joel-Onowakpor Provides Over 1000 Items, 7,750 Bags of Rice For Constituents … List achievements at Senate

Senator representing Delta South Senatorial District at the National Assembly, Senator Joel-Onowakpor Thomas has provided over 1000 items, 7,750 bags of rice for constituents for the people of the district.

Presenting the items at the Oleh Township Stadium, Isoko South Local Government Area, the Senator said the renewed hope agenda of President Bola Tinubu’s administration was on course.

Items presented to beneficiaries included 150 cassava grating machines, 230 grinding machines, 170 deep freezers, sewing machines, 200 cutlasses, 200 safety boots, 200 hand gloves, 200 insecticides, 200 herbicides, and 200 knapsacks.

Other items were 250 safety live jackets, 250 fishing nets, 500 fishing hooks, 10 Yamaha outboard engines, 50 sewing machines, 50 starter packs on those trained on various endeavors, and 7,750 bags of rice of different kilograms.

Speaking during the event, Joel-Onowakpor noted that it was the fifth empowerment he had made since he assumed office 18 months ago.

He said: “This has become necessary because of the prevailing economic hardship occasioned by the reforms by President Bola Ahmed Tinubu to right the wrongs of many years of decay of the economy and reposition our country for greatness.

“It is worthy to note that I was elected your senator in February 28, 2023 and finally confirmed as your senator after a protracted litigation that ended in November, 2023 and I have officially occupied this mandate for 18 months.

According to him, “We have also appointed 280 persons ranging from Senior Special Advisers, Senior Advisers, Special Assistants and Technical Assistants cutting across all the wards of the Senatorial District for which we pay over N25 million monthly.

“The main reason for this is to open up governance to as many people as possible in the senatorial district and they have my mandate to interface with ministries, departments and agencies of government on my behalf to perform my constitutional oversight functions.

“And I urge those who have been appointed to take advantage of it and do that oversight functions because it is mandatory and constitutional.

“Within the same period, we have influenced over 23 projects, some have been completed while others are at various stages of implementation.

“These included the construction of ICT center in Emede, electrification of Aviara-Irri, construction of internal roads in Ozoro, rural roads in Emede, supply and installation of 500kv transformers to selected towns, construction of Ayakoromo road, internal roads in Bomadi and Esama among many others.

“Emergency repairs of internal roads in Ellu, Olomoro and Koko, rehabilitation and equipment of Emede health centres, construction of skill acquisition centre in Oleh, supply and installation of all in one solar lights in Gbaramatu, Oporoza and Patani.

“I want to remind us that I am not occupying an executive office but a legislator and all these have been possible because our president understands your plight and made Constituency projects available to the National Assembly.

“I align myself with the President of the Senate who emphasised the importance of Constituency projects to Mr President in his budget speech. Constituency projects are not new to Nigerians because it is the only way legislators can compliment the effort of the executive in meeting the yearnings and aspirations of our Constituents.

“I want to assure you that with the renewed hope of Mr President, more will be done in the coming days to reduce the suffering of people as a result of the ongoing reforms.

“Make judicious use of this opportunity to make a difference in your life; this empowerment ideas is geared towards improved food security in our senatorial district and I want to say we cannot meet or provide empowerment for everybody at the same time.

“It is an ongoing exercise and I want to appeal that for those who have not received now and those who have complained we have noted them down and we make sure those who did not have now will get theirs.

GOV OBOREVWORI’S MORE AGENDA AND THE ISOKO NATION

By Emmanuel Ekebe

Overtime, I have come to terms with the vintage Nigerian Politician’s knack for deceit, broken promises, botched dreams and outright failures to keep to campaign vows. I have equally learnt not to build any hope that things will change for the better, especially with the crops of political actors being thrown up from one regime to the other.

This stand point didn’t wane nor altered at the emergence of Elder Sheriff Oborevwori as Delta State Governor after a keenly contested primary and gubernatorial elections.

As if to prove me right, few months after his inauguration, words filtered in that the Governor has stripped the Delta State University of Science and Technology of the ‘lucrative faculties’ which will now be domiciled in his home town.
The rancorous backlash was monumental, just as the defences and attacks on the propriety or otherwise of the decision dominated the media space for days.

There were great lamentations and many of the Isoko folks regretted the homogeneous lump votes for the Governor which had fiercely tilted the scale particularly after BVAS demystified the hitherto ‘Sokoto votes’ from the creeks. While the imbroglio lasted, half truths, outright lies and vexatious allegations were traded across board.

But it as it were, the Governor wasn’t fazed, not distracted even when his avowed commitment to the Isoko nation’s plight as our inlaw was been quarried and doubted in very unbridled terms. The palpable disaffection was thick even in and outside the Isoko political turf.

However, despite the initial hiccups and mistrust, I can now say without hesitation that Governor Oborevwori has changed the narratives swiftly with empirical evidences like a skilled matador who has mastered the act of reigning in a rampaging bull. He has impressed not a few Isoko people with some land mark projects which have so far indicated that the Ukodo maestro means business.
How can one wish away the near completion of the Isoko section of the Ughelli -Asaba highway which had been abandoned by successive governments in the State. It is a promise kept and Isoko people are quite glad about it even though they are not the only ones plying that road.

In the same vein, renaming the Delta State University of Science and Technology, Ozoro as Southern Delta University and making it assume the status of a regular University with more faculties backed with prompt release of funds is to me a political master stroke. What of the ongoing construction of the School of Health Technology, Ovrode and the construction of the Igbide-Olomoro road? I didn’t also loose sight of the appointment of Isoko sons and daughters into government positions. The distribution and balancing of the appointments accrued to the Isoko people, Wards and Constituencies can only be done by an informed and grounded administrator and leader who knows his onions in a mine infested multiethnic State like Delta.

As Governor Oborevwori glides towards the midterm point in a few months, I think the Isoko nation have not fared badly in the implementation of the MORE AGENDA, though it is obvious that it can be better and greater. The Ukodo is loaded with condiments and assorted crunchy delicacies and so the Isoko people, now assured of the inclusiveness in this joint venture are also salivating for MORE.

Top on the Isoko Nation’s need as of today is the completion and commissioning of the abandoned 33 kv line from Delta IV to Ozoro to ensure constant power supply in the area. This is followed by the upgrade and completion of the ongoing projects at the Engineering and Law faculties of the Delta State University, Oleh campus.

It is equally imperative that the Governor should match action with his words on the promise to release one billion naira for roads construction in every local government area as an integral part of the MORE AGENDA. In the same vein, the completion of the Irri Technical College as well as the failed section of the Uzere-Asaba -Ase highway will also earn appreciable milage for the Governor’s political chest.

Finally, while asserting here and from a non partisan point of view, in as much as the MORE AGENDA is on course across the State, Mr. Governor should include Town Hall Meetings with various ethnic nationalities in the State. This will enable him to access first hand feed back from the field, rather than sole reliance on reports from political aides and appointees.

In doing that, the MORE AGENDA will not only soar higher, but also set a ground swell for a smooth and credible marketing of the Sheriff’s’ bid for second tenure come 2027.

Stay Blessed.

Understanding Rt. Hon. Sheriff Oborevwori: Governance by Vision, Purpose and Empathy

By Fred Edoreh

At the last count, the administration of Rt. Hon. Sheriff Oborevwori has 513 road projects of over 1,300 km and 950 km of drainage going on simultaneously across the three Senatorial Districts of Delta State. They comprise 377 inherited and 136 newly initiated ones, all of varying importance to as many different communities.

While the number is huge and some of the projects, audacious by intent and design, most interesting is the high level of commitment the Governor has demonstrated towards their successful execution.

There are flagship projects like the flyover bridges in Warri and Effurun, on which Julius Berger is glaringly doing great; the Ughelli-Asaba Expressway on which the speed of work has been amazing, with the Sector C now smooth and cool, while the Obo Bridge, the most critical aspect of the project, already being mounted; and the 26km Trans Warri Ode-Itsekiri Road consisting of 19 bridges, with 15 already done. Indeed, it was historic to see the Olu of Warri drive by road to Ode-Itsekiri for the first time in the annals of Iwere Kingdom.

This Christmas, indigenes and travellers to Ndokwa East would find it satisfying to freely cross the Beneku Bridge to their various riverine communities. Before now, crossing the Ase Creek had been by Pontoon in which the people were extorted with exorbitant charges. It is no longer so.

The project is 95% completed and already in use, even though Sheriff has said he is not satisfied with the aesthetics and wants the job very well and beautifully done before he would commission it.

So too would travellers on the Amukpe-Agbor axis find relief in the rehabilitation of the Old Umutu-Abraka-Eku Road which now provides them an alternative route, pending when the Federal Government embarks on the redesign and reconstruction of the major highway as promised by the Minister of Works, Dave Umahi.

It has equally been a pleasure driving on the recently commissioned Okpanam-Ibusa Bypass, a project which was conceived at the creation of Oshimili North LGA, long years ago, but without adequate attention, until Sheriff came to take the bull by the horn.

So too are my people in Emevor already enjoying the completed Phase 1 of the Emevor-Orogun road while the government has shifted attention to Phase 2.

It is just like my brother, Don Zino Osieme, has been excited with the swift action on the recently approved construction of Olomoro-Igbide road which had been of concern to Isoko nation for decades.

I am personally very excited about the works on the Odimodi-Ogulagha, the Ohoror-Bomadi, the 16 internal road projects in Sapele, the new network of roads in Ughelli, the Isheagu-Ewulu road, the Ndemili/Utagba-Uno road and over 25 others in Ndokwa nation alone, just as much as the spate is spread through the whole of Anioma, Ijaw and Urhobo lands.

No doubt, as massive as the number is, the 513 projects still do not meet all the needs for roads across the state, with new towns and estates springing up in the face of equal need for repairs and rehabilitation of existing old ones and the necessity to reach the hitherto unreached.

That, possibly, is the reason why Sheriff devoted 60% of the 2025 budget to capital expenditure, one of the highest ratio presently of any state budget in the country, with N250 billion for roads alone.

Even more assuring is that there is a provision of N2 billion for the execution of road works in each of the 25 Local Government Areas in the state (it was N1 billion each in the 2024 budget), an ingenious budgetary strategy that ensures that every Local Government gets some measure of attention.

But while we will continue to commend him for his initiatives and performance in the provision of capital and physical infrastructure, even more celebratory is his foresight and dedication to social investments.

He seems to fully understand that the roads, bridges and other physical infrastructure are essentially to provide an enabling environment for socio-economic activities, and that of equal, if not most importance, is human capital development through the empowerment of the people to be able to effectively utilise those facilities to achieve economic prosperity.

As at the last count, for instance, the D-Cares programme has been expanded from about 36,000 beneficiaries when he took over, to now over 250,000 beneficiaries in different Result Areas – from the empowerment of Micro, Small and Medium Enterprises through various direct-to-people programmes and MDAs to catalyse and strengthen businesses, to caring for the vulnerable and People Living With Disabilities.

In the same vein, the MORE-Grant programme has empowered over 5,000 women, while the MORE Biz-Up recently empowered 2,000 in two categories, comprising 1,000 new participants and 1,000 previous beneficiaries whose performance has earned them further support to maximally upscale their business towards greater profitability, higher economic impact and elevated potentials for employment generation.

There was also the provision of agricultural inputs to over 6,000 farmers to boost production and food security in the state, even as Sheriff further released N1 billion counterpart funding for the Africa Union Development Agency-New Partnership for African Development, to empower 2,000 farmers for food production, livestock and aquaculture, with focus on poultry, fish farming, cassava cultivation, maize crop, pepper production and vegetable farming.

These all are in pursuit of the Sustainable Agricultural Sector Reforms component of Realistic Reforms of the M.O.R.E Agenda.

Indeed, leveraging the Transformational Integrated Special Agricultural Processing Zone programme, Sheriff is aiming at creating 50,000 jobs, especially at the Free Trade Zone Operations Centre in Kwale, Osubi Agro Transformation Centre, and other agricultural clusters in Isoko and Agbor, with a view to enhancing food security, agro-processing, employment creation, export earnings and infrastructural development, all aimed at raising the Gross Domestic Product and standard of living in the state.

When officials of the African Development Bank, Federal Ministry of Agriculture and Food Security, International Institute of Tropical Agriculture and the National Cereal Research Institute (NCRI) came to assess the technical preparedness of the state, they were impressed not only with what they saw on ground, but also with the establishment and running of the Delta State Economic Zone Management Company, a strategic vehicle designed to manage the Industrial Zones with a Public-Private Partnership approach, which they judged as one of the most unique and efficient across the country.

In the health sector, there have also been giant strides, especially with the ongoing upgrade and re-equipment of 150 Primary Health Centres and 64 General Hospitals, the sustenance of the Mother and Child free medical programme, and the tremendous increase of enrollees in the Delta State Contributory Health Insurance Scheme to over two million, the highest of any state in Nigeria, possibly in West Africa.

It is for these and more reasons that the Sheriff administration won the Bill and Melinda Gates Primary Health Care (PHC) Leadership Challenge for outstanding performance in primary health care management, organized by the Nigerian Governors’ Forum in collaboration with the Federal Ministry of Health and UNICEF.

Instituted since 2019, the award is aimed at shoring up performance at the Primary Health Care level, so as to make healthcare more accessible to the people at the grassroots, but it is the first time that Delta State would be considered for mention or recognition in any category, and it is remarkable to see the Sheriff administration win it in less than two years in office, with the concordance and admiration of his counterparts in other states.

The Sheriff phenomenon in Delta State is defined mostly by these virtues: genuine love and empathy with the people, a personal high sense of responsibility, and unfettered sincerity of purpose, all driven with an impeccable adherence to best practices in transparency, accountability and prudence.

Speaking during an interview with members of the National Assembly New Media Forum, Ukodhiko emphasised that while the budget holds significant promise, it’s true impact will only be clear after a comprehensive review by the National Assembly.

“The budget, as presented by President Tinubu, holds significant promise,” Ukodhiko stated.

“While it’s too early to fully assess the details, we trust that it will drive the positive changes needed for our people.”

Acknowledging the economic hardships currently faced by Nigerians, Ukodhiko commended President Tinubu’s tough decisions, describing them as necessary steps to ensure the nation’s survival.

He stressed that strong and determined leadership is essential during such challenging times, adding that “We need a determined and focused leader to guide us through these difficulties. If such decisions are not made, the country may face further decline,” he explained.

Despite concerns raised by some members of the public over the budget’s provisions, Ukodhiko expressed optimism about its potential to act as a catalyst for Nigeria’s recovery.

“The President’s commitment to restoring Nigeria is clear. I believe this budget will be a catalyst for recovery,” he affirmed.

The lawmaker concluded by urging Nigerians to remain hopeful and patient, trusting that the long-term benefits of the budget will outweigh current challenges.
